What does five short blasts mean?
"I don't understand your intentions" or "I doubt you're taking enough action to avoid a collision" (Rule 34(d)).
It's used by vessels in sight of each other that are approaching. It can be backed up with at least five short, rapid flashes of light. It isn't a distress signal, and it doesn't change who must give way.
